On December 28, 2018, the Ministry of Labor, Invalids, and Social Affairs issued Circular 45/2018/TT-BLDTBXH stipulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation at the intermediate and college levels for disciplines and occupations in the fields of architectural engineering technology, construction engineering, mechanics, electricity, electronics, communication, and chemistry.

Circular 45/2018/TT-BLDTBXH stipulates general provisions on the electronics and telecommunications technology industry at the intermediate and college levels as follows:
- Electronics and Telecommunications Technology at college level is a profession that performs tasks in the civil and industrial sectors such as: Basic repair of electronic and telecommunications equipment; designing, configuring, installing, testing, operating, maintaining, servicing, and repairing electronic and telecommunications equipment and systems to meet technical requirements and ensure safety, meeting level 5 requirements in the Vietnam National Qualifications Framework.
- Electronics and Telecommunications Technology at intermediate level is a profession that performs tasks in the civil and industrial sectors such as: Basic repair of electronic and telecommunications equipment; designing, configuring, installing, testing, operating, maintaining, servicing, and repairing electronic and telecommunications equipment and systems to meet technical requirements and ensure safety, meeting level 4 requirements in the Vietnam National Qualifications Framework.
- The tasks of the profession are mainly performed at workplaces such as production workshops in factories, family buildings, production and business establishments, or they can open their own stores, and maintenance and repair centers, so the working environment and conditions of the profession need to ensure industrial safety and hygiene. To perform tasks well, essential working conditions such as suitable equipment and tools in accordance with the standards of each task must be ensured.
- Professionals in Electronics and Telecommunications Technology directly participate in: installing electronic equipment; designing and assembling electronic circuits; installing and configuring electronic equipment, computer networks, and telecommunications; installing basic security and alarm systems; repairing and troubleshooting electronic and telecommunications equipment; operating and maintaining electronic and telecommunications systems; developing programs and technical solutions for electronic equipment; providing electronic and telecommunications services.
- To practice the profession, workers must have good health, an industrial manner, good professional ethics, sufficient specialized knowledge and job skills, foreign language and computer skills appropriate to the job position; ability to work independently, organize teamwork; have creative thinking, and be capable of applying scientific and technological advances of the Industry 4.0 revolution into their specialized fields.
