General Principles on Quality Management of Pesticides

Circular 12 stipulates general principles on the quality management of plant protection drugs, including:

- Compliance with the regulations of the Law on Product and Goods Quality and the guiding documents.- Ensuring transparency, objectivity, non-discrimination regarding the origin of goods and organizations or individuals involved in product and goods quality, in line with international practices, protecting the legal rights and interests of manufacturing, trading organizations, and consumers.- Imported plant protection drugs must undergo state quality inspection before customs clearance.

Additionally, Circular 12 also stipulates the declaration of conformity as follows:

- Imported plant protection drugs must be declared to conform based on the certification results of a designated Conformity Certification Organization. For domestically produced plant protection drugs, the declaration of conformity is based on the certification results of a designated Conformity Certification Organization or on the result of self-assessment by the organization or individual.- The testing of plant protection drug quality for certification and conformity declaration according to the standards of this Regulation must be carried out by a laboratory designated by the Ministry of Agriculture and Rural Development.- The Provincial Department of Agriculture and Rural Development is the unit responsible for receiving the registration dossiers for conformity declaration and issuing the Notice of receipt of the conformity declaration dossier.
