General plan for organizing the inspection of tourism resources of the Ministry of Culture, Sports and Tourism of Vietnam (Internet image) 

Regarding this matter, LawNet would like to answer as follows: 

On April 26, 2024, the Minister of Culture, Sports and Tourism issued Decision 1177/QD-BVHTTDL on the general plan for organizing the inspection of tourism resources of the Ministry of Culture, Sports and Tourism of Vietnam.

The implementation contents of the general plan for organizing the inspection of tourism resources in Vietnam are as follows:

(1) Objectives, scope, and timeline of the inspection

- inspection subjects:

According to Article 15 of the Law on Tourism 2017: Tourism resources includes:

+ Natural tourism resources consist of natural landscapes, geology, geomorphology, climate, hydrography, ecosystems and other natural elements which can be used for tourism purposes.

+ Cultural tourism resources include cultural, historical, revolutionary, archaeological, and architectural relics; traditional cultural values; festivals, folk literature; and other cultural values; and creative works by human beings that can be used for tourism purposes.

- inspection scope: inspection, evaluation, and classification of tourism resources in all 63 provinces and centrally-run cities.

- Deployment timeline: inspection implementation period: Starting from 2024 (Expected to be completed within 5 years).

(2) Tasks of organizing the inspection of tourism resources

- Building inspection plans and options:

Developing and implementing inspection plans and options for each locality, with a focus on compliance with the Vietnam Tourism Development Strategy to 2030, the provisions and procedures of the Law on Statistics 2015, and the Law on Tourism 2017. Specifically, clearly identifying the list of resource points to be included in the inspection plan.

- Developing software and instructional materials for the inspection of tourism resources

+ Developing information input and result synthesis software for tourism resource data linked to the construction of tourism resource databases.

+ Developing tools to support information collection in the inspection (Computer-Assisted Personal Interviews (CAPI), online questionnaires (Webform), summary forms).

+ Developing instructional materials for using tourism resource inspection software.

+ Developing training materials and guidelines for the inspection of tourism resources.

- Organizing training for the inspection work

+ Selecting a team of inspectionors and supervisors.

+ Organizing training for localities, guiding the organization of the inspection, information collection, and input of tourism resource data into the system.

- Organizing the inspection implementation

+ Guiding localities to implement inspection work, collect information, and inspection tourism resources.

+ Conducting inspections and monitoring the inspection process, coordinating with localities to ensure timely and accurate inspection implementation.

+ Guiding localities in preparing reports on the inspection results of tourism resources.

+ Organizing the input of tourism resource inspection information.

- Organizing the synthesis, evaluation, and classification of tourism resources

+ Organizing the synthesis and cleaning of inspection information.

+ Organizing the evaluation and classification of tourism resources. Establishing Boards to carry out the evaluation and classification of tourism resources. The Board consists of state management agencies on tourism, relevant Departments, and Divisions related to the types of tourism resources, experts, and representatives of relevant localities.

- Organizing the publication and storage of inspection results

+ Based on the inspection results and the evaluation, classification, and ranking of tourism resources, organizing the publication of types of resources, the classification of tourism resources of each locality.

+ Implementing the storage of tourism resource inspection results.

The implementation contents must ensure the following requirements:

- Ensuring the implementation of the plan is on schedule, efficient, cost-effective, and avoids waste.

- The inspection, evaluation, and classification of tourism resources must be comprehensive, systematic, and detailed for each locality and each type of resource, closely following the actual situation.

- Ensuring close coordination between the lead agency and relevant agencies and units in the implementation process of the overall plan for organizing the inspection of tourism resources.

- Implementing the survey of tourism resources according to the list of tourism resources in accordance with the provisions of the Law on Tourism 2017, Decree 168/2017/ND-CP; conducting evaluation and classification based on criteria and evaluation methods to ensure accuracy and timeliness to serve the management, protection, and efficient exploitation of tourism resources.

More details can be found in Decision 1177/QD-BVHTTDL which comes into force from April 26, 2024.
