On April 16, 2024, the Minister of Construction issued Decision 320/QD-BXD approving the "2024's Plan for digital transformation and network information security assurance of the Ministry of Construction".
The 2024's Plan for digital transformation and network information security assurance of the Ministry of Construction, issued together with Decision 320/QD-BXD dated April 16, 2024, has set out the following general objectives:
- Adhere to the Party's guidelines and policies, the Government's directions, and implement synchronized solutions to effectively implement the tasks of applying information technology (IT), digital transformation of the Ministry of Construction in 2024; integrate digital transformation with administrative reform and modernization work at the Ministry of Construction.
- Strengthen the deployment and application of digital platforms, ensure network information security to serve the management, guidance, and operation of the Ministry's leadership, contributing to improving the effectiveness of state management to meet the requirements of building an electronic government towards a digital government at the Ministry of Construction.
- Improve the quality of services for people and businesses, enhance transparency in the process of administrative procedures, and improve the quality of public services provided by the Ministry of Construction.
- Build and deploy centralized databases, national databases related to the field of state management of the Ministry, meeting the requirements of sharing common data nationwide.
- Improve the quality of IT human resources, move towards mastering technology, information systems, databases, and technical infrastructure to serve the development of e-Government, and build a digital government at the Ministry of Construction.
- Complete the human resources, allocate appropriate financial resources to ensure the implementation and completion of the tasks of applying IT, digital transformation at the Ministry of Construction in 2024 and the following years.
Specific objectives of 2024's Plan for digital transformation and network information security assurance of the Ministry of Construction of Vietnam
The 2024's Plan for digital transformation and network information security assurance of the Ministry of Construction, issued in conjunction with Decision 320/QD-BXD dated April 16, 2024, has set out the following specific objectives:
* Applying IT, digital transformation to serve the management and operation of the Ministry of Construction
- 100% of official documents exchanged between units within the Ministry of Construction are implemented in electronic form through the Portal, Document Management and Operation system, email system (excluding classified documents).
- 100% of official documents exchanged between the Ministry of Construction and state agencies are implemented electronically through the separate data transmission system, the national document interconnection axis.
- 100% of the tasks of the Government, the Prime Minister, and the Ministry of Construction are monitored and updated.
- At least 90% of work records at the Ministry of Construction are processed on the network environment (excluding classified work records).
- 100% of officials and public employees use official email in their work.
- 100% of officials and public employees participate in training courses to enhance awareness of digital transformation, digital conversion skills, and digital business management skills on the digital platform (using official email in their work).
- Ensuring technical conditions, infrastructure, and equipment to deploy IT applications to serve the management, direction, operation, and administrative work processing of the Ministry of Construction; serving citizens and businesses in participating in administrative procedure settlement.
* Applying IT to serve citizens and businesses
- 100% of citizens and businesses using online public services are identified and authenticated seamlessly, unified across all systems of the Ministry of Construction from central to local levels.
- At least 60% of records are received and processed online on the online administrative procedure settlement system of the Ministry of Construction.
- At least 80% of administrative procedure records are processed entirely online, with citizens only having to enter data once.
- At least 90% of citizens and businesses are satisfied with the resolution of administrative procedures of the Ministry of Construction.
- At least 60% of information systems related to citizens and businesses of the Ministry of Construction have been interconnected through integrated, data-sharing platforms. Citizen and business information has been digitized and stored in national databases without the need for redeclaration.
* Ensuring information security and network security
- At least 70% of the information systems, databases managed and operated at the Ministry of Construction's Data Center are approved at the appropriate level and fully implement the approved solutions and plans to ensure information system security.
- Implementing solutions to ensure network information security at the appropriate level, combined with organizing and implementing information security for the system according to the 4-layer model at the Ministry of Construction; connecting and sharing information on information security monitoring with the National Cybersecurity Supervising Center (NCSC).
- Conducting monitoring, inspection, and evaluation of information security and network security for information systems, databases, and information technology infrastructure of the Ministry of Construction.
- Enhancing the ability to detect and early warn of information security risks and cyber attacks.
- Enhancing the awareness of all officials, public employees, employees, and workers about the responsibility and importance of ensuring information security and network security.
