General Introduction to the Social Work Sector at the College Level

On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 54/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating at intermediate level, college level for fields, and professions in health and social services.

According to the Regulations stipulating the minimum volume of knowledge, competency requirements that learners must achieve after graduating from intermediate level and college level in the social work sector, issued together with Circular 54/2018/TT-BLDTBXH, the college-level social work sector aims to assist individuals in need of psychological and social support, meeting the requirements of level 5 in the Vietnamese National Qualifications Framework.

By applying professional assistance methods, the Social Work profession helps individuals, families, groups, and communities enhance capacities, recover, or strengthen social functions; simultaneously creating opportunities for them to access resources, policies, and social services. Thus, Social Work helps build an advanced social welfare system, limits the emergence of social problems, improves the quality of life for individuals, and moves towards a healthy, just, and happy society.

The social work profession targets a diverse range of individuals, including children, women, the elderly, the poor, people with disabilities, individuals with mental health issues, substance addicts, those affected by HIV/AIDS, victims of domestic violence, victims of natural disasters, victims of human trafficking, etc. The Social Work profession usually operates in centers/organizations providing social welfare and psychological counseling services, hospitals, schools, centers/organizations for consulting and drug rehabilitation treatment, centers/organizations managing or implementing community development projects, and domestic and international non-governmental organizations (NGOs) in fields such as poverty alleviation, community development, and social development.

It should be noted that the minimum volume of knowledge for learners in the college-level social work program is 1,800 hours (equivalent to 76 credits).
