On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs issued Circular 54/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating at intermediate level, college level for fields, and professions in health and social services.

as stipulated in the Regulation on the minimum knowledge volume and competency requirements that students must achieve after graduation from secondary level and college level in midwifery, issued together with Circular 54/2018/TT-BLDTBXH, it defines midwifery at the college level as a profession that involves providing health care for women during pregnancy, ensuring safe childbirth; providing reproductive health care counseling for women of all ages; diagnosing some common gynecological conditions; counseling and providing family planning services; counseling and performing safe abortion for pregnancies under 7 weeks; taking care of children's health; and administering expanded immunization programs, etc., meeting the requirements of Level 5 in the Vietnamese National Qualifications Framework.
The work of midwives is primarily performed in specialized Maternity and Pediatrics hospitals; maternity departments of central, provincial, and district hospitals; district health centers; communal, ward health stations, and in the community. The work intensity of midwives is relatively high, requiring focus and a high sense of responsibility to achieve patient satisfaction. To ensure the profession's tasks are well executed, a work environment with adequate facilities, protective labor tools, medical equipment, and workplace regulations is necessary.
Additionally, to practice, midwives need to have good health, professional ethics, comprehensive knowledge, skills, and attitudes in their field that meet the job position requirements. Moreover, midwives must have a conscience and a high sense of responsibility, a passionate love for their profession, and always strive to enhance the ethical qualities of a healthcare provider.
Note: The minimum amount of knowledge is 2,500 hours (equivalent to 90 credits).
