On August 28, 2024, the General Department of Taxation issued Official Dispatch 3821/TCT-KTNB regarding rectifying the use of social networks within the agency.

Social networks are effective tools for people to communicate with each other, sharing information quickly, effectively, and conveniently. However, improper use can lead to unforeseeable consequences for individuals and the organizations they work for.

Recently, the General Department of Taxation has received some reflections related to tax officials posting inappropriate information on social networks. To enhance the awareness of compliance with regulations on the use of social networks among officials, public employees, and workers in the entire sector, the General Department of Taxation requests Directors of Provincial Tax Departments, Heads of Divisions/units under the General Department of Taxation to implement:

- Thoroughly instruct all officials, public employees, and workers in the entire sector to strictly follow the Code of Conduct on social networks issued with Decision 847/QD-BTTTT dated June 17, 2021, by the Ministry of Information and Communications of Vietnam.

- Request all officials, public employees, and workers in the Tax sector to always uphold the spirit of responsibility and set an example when using social networks. Do not use social networks during working hours, do not post any information related to the list of state secrets, work of the agency without permission from the unit head on social networks. Especially be cautious, thoroughly review the content before posting to ensure it complies with the Code of Conduct.

- Apply necessary measures to strengthen discipline and compliance awareness among officials, public employees, and workers when using social networks. Emphasize the leadership responsibility of Communist Party units at all levels, the head of the unit in the directing, propagandizing, and implementation work.

- In case of violations, seriously consider reviewing the responsibility of the related individuals.

Standards for training and professional qualifications of tax officials in Vietnam

The standards for professional competence of tax officials are defined in Clause 4 of Articles 9, 10, 11, 12, 13 of Circular 29/2022/TT-BTC. Specifically:

- Senior Tax Inspector:

+ Hold a university degree or higher in a field relevant to the job position requirements;

+ Hold an advanced degree in political theory or political-administrative theory or have a confirmation certificate of equivalent to advanced political theory issued by a competent authority;

+ Hold a certificate of training in state management knowledge and skills for senior specialist officials and equivalents or hold an advanced degree in political-administrative theory.

- Principal Tax Inspector:

+ Hold a university degree or higher in a field relevant to the job position requirements;

+ Hold a certificate of training in state management knowledge and skills for principal specialist officials and equivalents or hold an advanced degree in political-administrative theory.

- Tax Inspector:

+ Hold a university degree or higher in a field relevant to the job position requirements;

+ Hold a certificate of training in state management knowledge and skills for specialist officials and equivalents.

- Intermediate Tax Inspector:

Hold a college degree or higher in a field relevant to the job position requirements.

- Tax Employee:

Hold a tertiary vocational degree or higher in a field relevant to the job position requirements.
