Decree 48/2009/ND-CP stipulates standards for inclusion of gender equality issues in draft legislative documents in Vietnam as follows:

First, the scope of inclusion of gender equality issues in draft legislative documents in Vietnam

• To ensure basic principles on gender equality in the contents of, and the order of and procedures for drafting, promulgating, reviewing and systemizing legislative documents under the Law on Promulgation of Legislative Documents and the Law on Promulgation of Legislative Documents by People's Councils and People's Committees.

• To include gender equality issues in draft legislative documents identified as having contents related to gender equality or regulating gender inequality or gender discrimination.

Second, the contents of inclusion of gender equality issues in draft legislative documents in Vietnam

• To identify contents related to gender equality or gender inequality or gender discrimination.

• To provide for necessary measures for realizing gender equality or tackling gender inequality or gender discrimination; to forecast the impacts of these regulations on men and women after they are promulgated.

• To identify necessary human and financial resources for the implementation of measures for realizing gender equality or tackling gender inequality or gender discrimination problems.

More details can be found in Decree 48/2009/ND-CP on measures to assure gender equality, which comes into force from July 15, 2009.
