Funds for Environmental Protection Expenditures

Funding for the implementation of environmental protection tasks shall be sourced from the following:

1. State budget funds

- The central budget (including domestic and foreign sources) shall ensure funding for the execution of environmental protection tasks conducted by Ministries and central agencies;- The local budget shall ensure funding for environmental protection tasks carried out by agencies and units at the local level according to the defined hierarchy;- The Ministry of Finance shall preside and cooperate with the Ministry of Planning and Investment, the Ministry of Natural Resources and Environment, and provincial People's Committees to present to the competent authority for arrangement of environmental non-business expenses not less than 1% of the total state budget expenditure in the annual budget estimates.

2. Other sources as stipulated by law (if any).

3. Projects and schemes on environmental protection must be approved by the competent authority before allocating funds and implementing them.

4. Agencies, units, and individuals using funds for environmental protection activities must comply with the content approved by the competent authority; manage and use the funds in accordance with policies, economically and efficiently; be subject to inspection and control by competent authorities; carry out final settlement, and publicly disclose budget policies in accordance with current regulations.
