Funding Support for the Use of Public Utility Products and Services in Irrigation

Decree 96 issues several regulations on funding support for the use of public irrigation products and services as follows:

Settlement of funding support for the use of public irrigation products and services:

- The settlement of funding support for the use of public irrigation products and services is implemented according to the provisions of the Law on State Budget and guiding documents;- Organizations and individuals exploiting irrigation works must have sufficient documents as a basis for the settlement of financial support (copies certified by organizations or individuals exploiting irrigation works) including:- Contracts for the provision and use of public irrigation products and services;- Acceptance reports and contract liquidation for the use of public irrigation products and services. In case water users are commune-level People's Committees, cooperatives, water user cooperatives, directors of experimental stations, or directors of farms, a list of households and the land area of each household must be attached.

Handling excess and shortage of funding support for the use of public irrigation products and services

- Handling excess and shortage of funding for organizations managing and exploiting irrigation works:- If the allocated funding exceeds the support according to the settlement, the difference must be returned to the state budget;- If the allocated funding is less than the support according to the settlement, additional funding will be provided according to regulations.- Annually, the Department of Finance cooperates with the Department of Agriculture and Rural Development to summarize the settlement of funding support for the use of public irrigation products and services and submit it to the Provincial People's Committee for approval decision to be sent to the Ministry of Agriculture and Rural Development and the Ministry of Finance for consideration and handling of excess and shortage of funding as regulated.
