Funding Sources to Ensure the Prevention and Control of Livestock and Poultry Diseases

Circular 80/2008/TT-BTC **** provides regulations on financial resources to ensure the work of preventing and controlling livestock and poultry diseases as follows:

1. The central budget supports the local budget for the costs of preventing and controlling livestock and poultry diseases as stipulated in Clauses 1 and 2, Section II (excluding the costs of organizing vaccination as ensured by the local budget per point b, Clause 4 - Section II of this Circular based on the principle:

- For the mountainous and Central Highlands provinces, support 80% of the prevention and control costs.- For the provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Quang Nam, Phu Yen, Khanh Hoa, Quang Ngai, Ninh Thuan, Binh Thuan, Ben Tre, Tra Vinh, Soc Trang, Hau Giang, support 70% of the prevention and control costs.- Hanoi and Ho Chi Minh City should proactively use their local budget reserves to implement.- For the remaining provinces and cities, support 60% of the prevention and control costs.- For localities where the number of livestock and poultry destroyed is significant, if the locally ensured budget exceeds 50% of the local budget reserves assigned by the Prime Minister, the central budget will supplement the difference that exceeds 50% of the local budget reserves to ensure the provinces and cities have adequate financial resources for implementation.- For localities with minor costs for disease prevention and control (under 1,000 million VND), the provinces and cities should proactively use their local budgets to implement.

2. The local budget ensures:

- The costs of organizing vaccination.- Support for prevention and control costs beyond the part supported by the central budget, as specified in Clause 3, Section II, and point a, Clause 4, Section II of this Circular, for state-owned livestock and poultry breeding facilities managed by local authorities.

3. The central budget supports the prevention and control costs for state-owned livestock and poultry breeding facilities managed by central authorities and the costs of destroying livestock and poultry for central government and military breeding facilities.

4. The costs of serving the prevention and control work of the Central Veterinary force are utilized from the disease prevention and control funds allocated in the annual state budget estimates of the Ministry of Agriculture and Rural Development.
