Circular 86/2018/TT-BTC was issued by the Ministry of Finance (Hanoi, Vietnam) on September 18, 2018, stipulating the funding sources for the implementation of the Target program for education in mountainous and ethnic minority areas of Vietnam
Circular 86 stipulates that the funding sources for the implementation of the Target program for education in Vietnam include: State budget (central budget, local budget) and other legally mobilized sources.
The principles for using the funds in Vietnam are stipulated in Circular 86 as follows:
- The use of career funding sources to implement the Target program for education must comply with the Law on State Budget and other related legal documents.
- Besides the funding from the state budget, the State encourages agencies and units to use other legal funding sources as regulated by law to implement the Target program for education.
- The central budget supports localities to implement the Target program for education based on the funding capability, the scale, and tasks assigned to the schools, school points, and localities under the Target program for education; based on local needs and matching capital capability, with priority given to difficult areas and educational institutions, and with flexible adjustments appropriate to the actual objective situation in each locality annually, but must ensure the completion of the objectives and tasks of the Target program for education for the period 2016 – 2020.
- Funding from the Target program for education is not to be used for new procurement, renovation, or repair of schools and school points under the re-allocation plan and location change.
