Funding Sources for the Implementation of the Scheme on Building the Cultural Life of Workers in Industrial Zones

On May 06, 2013, the Minister of Finance signed and issued Circular 55/2013/TT-BTC which stipulates the management and use of financial resources for implementing the Scheme on building cultural life for workers in industrial zones until 2015, with orientation to 2020.

According to the provisions of Article 2 Circular 55/2013/TT-BTC, the funding sources for implementing the Scheme on building the cultural life of workers in industrial zones until 2015, with orientation towards 2020, issued together with Decision 1780/QD-TTg dated October 12, 2011, by the Prime Minister of the Government of Vietnam, are derived from the state budget support, allocated in the annual regular expenditure estimates of the agencies and units assigned to organize the implementation of the Scheme according to current regulations on state budget management decentralization, including:

- Central budget funding support for implementing the Scheme’s activities at the central level directly by Ministries and central agencies.- Local budget funding support for implementing the Scheme’s activities at the local level directly by Departments, agencies, and the local Federation of Labor.

Additionally, the funding sources are also mobilized from social resources, participation, and contributions from domestic and international organizations and individuals and other legitimate funding sources.
