Funding Sources for Consultancy, Criticism, and Social Appraisal Activities

Funding for advisory, counter-argument, and social evaluation activities shall be drawn from the following sources:

- Scientific and technological operational expenditure arranged within the annual routine state budget estimate of the Vietnam Union of Science and Technology Associations and local unions according to budget decentralization.- Scientific and technological operational expenditure allocated annually from the state budget to perform:- Advisory, counter-argument, and social evaluation tasks for schemes regarding important guidelines, policies of the Communist Party, large programs, projects, and significant national works;- Large programs, projects, strategies, planning, and development plans for science and technology, education and training, policies for building and developing the intellectual workforce under the decision-making, approval authority of the National Assembly, the Government of Vietnam, the Prime Minister of the Government of Vietnam;- Large programs, projects, and significant policies of provinces and cities under the central government related to science and technology, education and training, building the intellectual workforce, and other contents.- Funds for implementing advisory, counter-argument, and social evaluation tasks ordered by organizations and individuals based on contracts according to legal regulations.- Other lawful funding sources.
