the Government of Vietnam has just promulgated Decree 151/2017/ND-CP detailing some provisions of the Law on the Management and Use of Public Assets.
as stipulated in Article 70 of Decree 151/2017/ND-CP, there are specific provisions for the sources of funding for centralized procurement, which include the following sources:
- Funds allocated by the competent authority in the annual budget estimate of the agency, organization, or unit;- National bonds, Government of Vietnam bonds, local government bonds;- Funds from programs and projects using ODA capital; aid and sponsorships from organizations and individuals inside and outside the country that belong to the state budget with no procurement requirements different from those stipulated in this Decree by the sponsor;- Funds from off-budget state financial funds as stipulated by the Law on State Budget and guidance documents on off-budget state financial funds;- Funds from the operation development fund of public service providers with regular State budget assurances;- Funds from healthcare insurance, revenue from medical examination and treatment services, and other legitimate revenues of public medical establishments in the case of centralized drug procurement.
In addition to the above sources of funding, Ministers, Heads of central agencies, and Chairpersons of provincial People's Committees decide to use the following funding sources to ensure the effectiveness of centralized procurement of assets:
- Funds from the operation development fund of public service providers partially covering their own recurrent expenditures;- Funds from healthcare insurance, revenue from medical examination and treatment services, and other legitimate revenues of public medical establishments in the case of medical equipment procurement.
