The funding for the development and implementation of sustainable development programs/plans under the Vietnam Sustainable Development Strategy for the 2011 – 2020 period is allocated from various sources, depending on whether it is at the central or local level, as specified in Article 11 of Circular 02/2013/TT-BKHDT as follows:

First: Funding for the development of programs/action plans:

- The funding for the development of programs/action plans at the Central level is covered by the Central regular expenses budget (operating expenses source) and is allocated in the annual budget estimates of Ministries, sectors, organizations, and unions. The preparation of estimates, management, use, and settlement of funds are carried out according to current State regulations.- The funding for the development of programs/action plans at the local level is covered by the local regular expenses budget (operating expenses source) and is allocated in the annual budget estimates of the Departments, Boards, and sectors of the provinces and centrally governed cities. The preparation of estimates, management, use, and settlement of funds are carried out according to current State regulations.

Second: Funding for the implementation of programs/action plans

- The funding for the implementation of programs/action plans is sourced from the State Budget by the Ministry of Planning and Investment and the Ministry of Finance, balanced and allocated annually from the development investment and operating expenses, and is also sourced from other mobilized funds, including official development assistance (ODA) from bilateral and multilateral international organizations, non-governmental organizations; contributions from enterprises, organizations, and individuals domestically and internationally. Ministries, sectors, organizations, unions, and localities are proactive in mobilizing the sponsorship of organizations and individuals domestically and internationally according to the law, to implement sustainable development programs/action plans.- Based on the assigned tasks, agencies and units prepare budget estimates for implementing programs/action plans, integrating them into the annual state budget estimates, and submitting them to planning and investment, and financial agencies for consideration and aggregation according to the Law on the State Budget and current guiding documents.
