The following article discusses the Funding from the State Budget for policies for developing human resources for cooperatives in Vietnam as outlined in Decree 113/2024/ND-CP.

According to the provisions in Clause 3, Article 7 Decree 113/2024/ND-CP, the Funding from the State Budget for policies for developing human resources for cooperatives in Vietnam is as follows:
- The state budget supports up to 100% of the costs for developing and implementing training, retraining, and capacity-building programs;
- The state budget supports up to 100% of the tuition fees, study materials costs as per the training institution's regulations; supports for meals and accommodation costs for trainees at least 1.5 times the regional minimum wage where the course is organized for members, workers in artels, cooperatives, and cooperative unions when attending domestic courses. For training courses abroad, members and workers in artels, cooperatives, and cooperative unions are supported by the State like officials and public employees;
- The state budget fully covers the costs for officials and public employees from state management agencies in charge of the collective economy, the Vietnam Cooperative Alliance system, associations, political and social organizations, and lecturers participating in training and retraining;
- The local budget provides support to each worker employed in the collective economic organization as per Point d, Clause 2, Article 7 Decree 113/2024/ND-CP on a monthly basis, at least equal to 1.5 times the regional minimum wage regulated by the Government of Vietnam periodically;
- The specific amount of financial support for each policy is determined by ministries, central agencies, and local People's Councils based on prioritized orientations and the ability to balance resources in each period and in accordance with the law.
The State guarantees for artels, cooperatives, cooperative unions, and members in Vietnam are specified in Article 5 of the Cooperative Law 2023 as follows:
- Recognition and protection of property ownership, capital, income, and other legitimate rights and benefits of artels, cooperatives, cooperative unions, and members. The State purchases or requisitions assets of artels, cooperatives, and cooperative unions in accordance with the property requisition law.
- Ensuring an equal business investment environment between artels, cooperatives, cooperative unions, and other types of enterprises and economic organizations.
- Ensuring the right to autonomy and responsibility in organization, operation, production, and business without interfering in the lawful activities of artels, cooperatives, and cooperative unions.
More details can be found in Decree 113/2024/ND-CP which comes into force in Vietnam from January 01, 2024.
