Funding for payment of prize for the Ho Chi Minh Prize and the State Prize for Literature and Art in Vietnam
The Government issued Resolution 169/NQ-CP dated October 14, 2023, on funding for payment of prize money for the Ho Chi Minh Prize and the State Prize for literature and art.
An advance of 30,813.2 million VND from the temporarily idle state budget to supplement funding for Literary and Arts Associations to promptly pay prize money to authors and co-authors who receive the Ho Chi Minh Prize and the State Prize for Literature and Arts according to the President's Award Decisions as proposed by the Ministry of Finance.
The Ministry of Finance is responsible for the content, data, reports, and proposals. The list of literary and artistic associations with additional funding to pay prize money to authors and co-authors is as follows:
- Vietnam Musicians Association: 5,617.3 million VND.
- Vietnam Cinema Association: 5,468.3 million VND.
- Vietnam Fine Arts Association: 2,682 million VND.
- Vietnam Association of Photographic Artists: 3,188.6 million VND.
- Vietnam Theater Artists Association: 2,577.7 million VND.
- Vietnam Writers Association: 5,364 million VND.
- Vietnam Folk Arts Association: 506.6 million VND.
- Vietnam Association of Architects: 253.3 million VND.
- Vietnam Dance Artists Association: 5,155.4 million VND.
The Ministry of Culture, Sports, and Tourism is fully responsible for the list of authors and co-authors receiving awards and the estimated cost of payment. The above-mentioned literary and artistic associations are responsible for managing and using additional funds to pay bonuses to authors and co-authors in accordance with regulations. The Ministry of Culture, Sports, and Tourism coordinates and guides Literary and Arts Associations in implementing procedures for paying bonuses according to regulations.
Pursuant to the National Assembly's Resolution on supplementing the 2023 State Budget Estimate, the Ministry of Finance is assigned to supplement the estimate and recover the advanced funds according to regulations.
Resolution 169/NQ-CP takes effect from the date of signing.
Currently, the conditions for consideration of the Ho Chi Minh Prize and the State Prize for literature and art are specified in Article 8 of Decree 90/2014/ND-CP amended by Clause 1, Article 1 of Decree 133/2018/ND-CP includes:
- Authors whose works, literary and artistic works are considered for the Ho Chi Minh Prize or State Prize must be loyal to the Socialist Fatherland of Vietnam; Comply well with Vietnamese law.
- Literary and artistic works and works considered for the Ho Chi Minh Prize and State Prize must meet the following conditions:
+ Having been published and used in the forms of publishing, architecture, exhibitions, theater, cinema, radio, television, teaching, records, and other forms since the founding of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) on September 2, 1945.
+ The minimum announcement time is 05 years for the Ho Chi Minh Prize and 03 years for the State Prize up to the time of submitting the application to the specialized agency under the People's Committee of the province or city under central management in the field of culture and art or the Central Association of Literature and Specialized Arts;
+ There has been no dispute over copyright since the time of publication.
