This is notable content from Circular 85/2020/TT-BTC of the Ministry of Finance, which regulates the management and use of funds to support the activities of the Central Steering Committee for Natural Disaster Management and the Commanding Committees for Natural Disaster Management and Search and Rescue at all levels, issued on October 1, 2020.
Funding for disaster management ensured by state budget in Vietnam in 2020 (Illustrative image)
To be specific, in Article 2 of Circular 85/2020/TT-BTC it is stipulated that the central budget ensures the operating funds for the Central Steering Committee for Natural Disaster management, the Standing Office of the Central Steering Committee for Natural Disaster management, and the Support Team for members of the Central Steering Committee for Natural Disaster management; Ministry-level Command Committees, Standing Offices or specialized agencies performing duties of the Standing Office of the Ministry-level Command Committees.
Funds will be allocated in the annual regular expenditure estimates of the Ministry of Agriculture and Rural Development (for the Central Steering Committee for Natural Disaster management, the Standing Office of the Central Steering Committee for Natural Disaster management, the Support Team for members of the Central Steering Committee for Natural Disaster management); the regular expenditure estimates of ministries, ministerial-level agencies, and agencies under the Government of Vietnam (for Ministry-level Command Committees, Standing Offices or specialized agencies performing duties of the Standing Office of the Ministry-level Command Committees).
At the same time, local budgets ensure the operating funds for the provincial, district, and commune-level Command Committees, and these funds are allocated in the annual regular expenditure estimates of the agencies assigned to the Command Committees, sections performing duties of the Standing Office of the provincial, district, and commune-level Command Committees.
Additionally, there are other funding sources according to other legal provisions.
