Funding and facilities for the activities of Commune-level Public Sercurity force of Vietnam ensured? (Illustration)

In Article 8Decree 73/2009/ND-CP, the state budget allocation ensuring the activities of Commune-level Public Sercurity force is regulated as follows:

Expenditure duties of the Ministry of Public Security of Vietnam:

- Ensuring training, political education, legal and professional development for the Commune-level Public Sercurity force force organized by the Ministry of Public Security of Vietnam and policies ensuring training allowances for Deputy Chiefs of Commune-level Public Sercurity force and officers when sent to such training, education, and professional development courses;

- Production, procurement, repair of weapons, support tools, equipment, uniforms, badges, and Commune-level Public Sercurity force certificates;

- Summary, commendation expenses in building the Commune-level Public Sercurity force force organized by the Ministry of Public Security of Vietnam;

- Other expenses for Commune-level Public Sercurity force as prescribed by law, under the responsibility of the Ministry of Public Security of Vietnam.

Expenditure duties of local authorities:

- Payment of salaries, allowances, and contributions for social insurance, health insurance.

- Implementation of policies: allowances, support in cases of illness, maternity, accidents, injuries, sacrifices, or death;

- Expenses for training, political education, legal and professional development organized locally and policies ensuring training allowances for Deputy Chiefs of Commune-level Public Sercurity force and officers when sent to local training, education, and professional development courses;

- Procurement of uniforms, badges, and printing, issuance of Commune-level Public Sercurity force certificates as per the Ministry of Public Security of Vietnam's regulations;

- Preliminary, summary and commendation expenses for units, organizations, and individuals with achievements in building the Commune-level Public Sercurity force force organized locally;

- Other expenses for Commune-level Public Sercurity force as prescribed by law, under the responsibility of local authorities.

For certain expenditure duties, if social insurance and health insurance benefits have been implemented, these will be covered by the social insurance agency, and the state budget will not cover these expenses;

The preparation of estimates, implementation and settlement of the budget ensuring the activities of Commune-level Public Sercurity force will be carried out in accordance with the State Budget Law and related guiding documents.
