On December 19, 2022, the Prime Minister of Vietnam issued Decision 27/2022/QD-TTg defining the functions, tasks, powers, and organizational structure of the National Academy of Public Administration under the Ministry of Home Affairs of Vietnam.

1. The National Academy of Public Administration is a special-class public non-business unit.

- The National Academy of Public Administration is a public, non-business unit under the Ministry of Home Affairs of Vietnam.

- The National Academy of Public Administration is a special-class non-business unit and a national center performing the functions of training and fostering capacity, knowledge, and skills in administration, leadership, and management for cadres, civil servants, and public employees; human resource training; administrative science research; and advising and assisting the Ministry of Home Affairs in the field of administration and state management.

- The National Academy of Public Administration has its own legal status, its own seal, and an account at the State Treasury. Its head office is located in Hanoi, and its international transaction name in English is National Academy of Public Administration, abbreviated as NAPA.

2. Duties and powers of the National Academy of Public Administration in Vietnam

The National Academy of Public Administration has the following duties and powers:

- Regarding the training of cadres, civil servants, and public employees:

+ Assisting the Minister of Home Affairs in organizing the implementation of training and retraining programs and contents for cadres, civil servants, and public employees in administration and state management nationwide in accordance with law;

+ Retraining of state management knowledge and skills in accordance with statutory civil servant ranks and professional titles;

+ Retraining knowledge and skills according to the requirements of leadership, management, and professional positions in accordance with the law;

+ Retraining and improving professional qualifications and pedagogical methods for state management lecturers in the system of training, retraining, and research institutions;

+ Retraining knowledge, skills, and professional skills in administration, administration, and state management for leaders, managers, cadres, civil servants, and public employees in the political system and subjects in state enterprises;

+ Participating in research, investigation, survey, and assessment of training needs and quality for cadres, civil servants, and public employees; conducting research; proposing directions for innovation; and improving training quality to meet state management and civil service requirements;

+ Organizing training on professional management training and retraining for officials, civil servants, and public employees in charge of training management; fostering by ministries, ministerial-level agencies, government-attached agencies, and socio-political organizations at the central level and provinces and centrally run cities; and a number of other tasks under the direction of the Minister of the Interior

- Training for bachelor's, master's, and doctoral degrees in accordance with the provisions of the Higher Education Law and current laws

- Regarding scientific research:

+ Researching administrative science, state management, and policy science to serve the teaching work of the academy;

+ Research and provide scientific arguments on administrative reform, civil service reform, and civil servant reform; public policies, strategies, and measures to improve the capacity and quality of the contingent of cadres, civil servants, and public employees; and the organization of the state administrative apparatus suitable to each development stage;

+ Participate in the development of programs and projects in the field of administration and state management when assigned by competent authorities.

- International cooperation in training, fostering, academic exchange, administrative scientific research, state management, and related fields.

- Organizing the compilation of training programs and documents for cadres, civil servants, and public employees in accordance with their assigned tasks and powers, as assigned by the Minister of Home Affairs; formulating, promulgating, and developing programs, textbooks, and documents in support of undergraduate and postgraduate education in accordance with law.

- In accordance with the law, managing embryos and awarding diplomas and certificates in the field of training and retraining at the academy.

carrying out testing and ensuring the quality of training and retraining at the academy as assigned by the Minister of Home Affairs and in accordance with the law.

- Publishing and distributing journals, newsletters, scientific publications, textbooks, and documents in service of training, fostering, scientific research, administrative management, and state management in accordance with the law the law.

- Making decisions and directing the implementation of the Administrative Reform Program for the Academy's organizations and units.

- Carrying out internal inspection, settling complaints and denunciations, and preventing and combating corruption, negativity, and waste in the fields of operation of the academy and in accordance with the law

- Managing organizational structure, payroll, and the number of employees; implementing regimes and policies; training and retraining; and emulating, rewarding, and disciplining academy officials and employees in accordance with the provisions of law and the Minister of Home Affairs' decentralization.

- Managing finances and assets in accordance with the law.

- When assigned by competent authorities, coordinate with Ministry of Home Affairs units in developing strategies, programs, plans, regulations, and legal documents.

- Carrying out other duties and exercising powers as delegated by competent authorities and in accordance with the law.
