the Government of Vietnam has just issued Decree 95/2017/ND-CP stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology.
According to the regulations, the Ministry of Science and Technology is an agency of the Government of Vietnam, performing the function of state management in the fields of science and technology including: scientific research activities, technological development, innovation; development of science and technology potential; intellectual property; standards, metrology, and quality; atomic energy, radiation and nuclear safety; state management of public services in the areas under the ministry’s management in accordance with the law.
The Ministry of Science and Technology performs its duties and powers as stipulated in Decree 123/2016/ND-CP dated September 1, 2016 of the Government of Vietnam and other specific duties and powers.
Regarding scientific and technological activities, the Ministry is tasked with managing scientific and technological tasks within the scope of the ministry's management; drafting, guiding, and organizing the implementation of national scientific and technological tasks; inspecting, supervising, and conducting specialized inspections of the implementation and acceptance of state-funded science and technology programs, projects, and topics.
The Ministry is responsible for guiding and registering activities for scientific and technological organizations, science and technology development funds, technology innovation funds, high-tech venture capital funds according to legal regulations; supporting organizations and individuals in technological innovation, technology search, technology import, patent exploitation, decryption, and technology mastering.
In terms of standards, metrology, and quality, the Ministry is tasked with managing Vietnam’s standards and technical regulations system; appraising and announcing national standards; guiding the development and appraisal of national technical regulations; managing the establishment, maintenance, preservation, use, development, and application of metrology standards; approving national metrology standards; organizing research, deployment, application, development, manufacturing, and production of products, reference materials, and metrology equipment.
The Ministry of Science and Technology is also responsible for state management of the application of atomic energy in economic-technical sectors; managing radiation safety, environmental radioactivity, nuclear safety, radioactive material security, nuclear security, and nuclear inspections for activities in the atomic energy sector nationwide...
