Law on management and use of weapons, explosives and combat gears 2024 was approved by the 15th National Assembly of the Socialist Republic of Vietnam, 7th session on June 29, 2024.

Full text of the Law on management and use of weapons, explosives and combat gears 2024 available in Vietnam

Law on management and use of weapons, explosives and combat gears 2024 provides regulations on the management and use of weapons, explosives, explosive precursors, and supporting tools; principles, responsibilities of agencies, organizations, individuals in the management and use of weapons, explosives, explosive precursors, supporting tools aiming to protect national security, ensure social order and safety, protect human rights, citizen's rights, and serve socio-economic development.

The following acts are prohibited in the management and use of weapons, explosives, explosive precursors, and supporting tools:

- Individuals owning weapons, explosives, supporting tools, except for weapons prescribed at Point a, Clause 4, Article 2 of the Law on management and use of weapons, explosives and combat gears 2024 as display, exhibition, or family heirloom items.

- Illegal research, manufacture, production, purchase, sale, export, import, storage, transportation, repair, modification, use or appropriation of military, sports, rudimentary weapons, explosives, explosive precursors, supporting tools.

- Illegal research, manufacture, production, purchase, sale, export, import, storage, transportation, repair, modification, use or appropriation of hunting guns.

- Unlawful transportation or carrying of weapons, explosives, explosive precursors, supporting tools into or out of the territory of the Socialist Republic of Vietnam or into prohibited zones, restricted areas, protected areas, targets, and public places.

- Exploiting or abusing the management and use of weapons, explosives, explosive precursors, supporting tools to infringe on national security, social order and safety, human life, health, property, and the legitimate rights and interests of agencies, organizations, and individuals.

- Exploiting or abusing law enforcement duties relating to weapons, explosives, supporting tools to harass or infringe on the interests of the State, or infringe on the legitimate rights and interests, or hinder the normal activities of organizations and individuals.

- Destroying or intentionally damaging weapons, explosives, explosive precursors, supporting tools assigned.

- Handing over weapons, explosives, explosive precursors, supporting tools to agencies, organizations, enterprises, or individuals not meeting the prescribed conditions.

- Exchanging, gifting, donating, receiving, aiding, sending, borrowing, lending, leasing, renting, or pawning weapons, explosives, explosive precursors, supporting tools, except for the following cases:

+ Foreign organizations, enterprises, or individuals gifting or aiding weapons, supporting tools to domestic agencies, organizations, or enterprises for research, production, equipment, use, or display, exhibition under the regulations of the Law on management and use of weapons, explosives and combat gears 2024;

+ Exchanging, gifting, donating, receiving, sending, borrowing, lending, leasing, or renting rudimentary weapons as display, exhibition, or family heirloom items;

+ With permission from competent authorities.

- Transporting, storing, destroying weapons, explosives, explosive precursors, supporting tools unsafely or affecting the environment.

- Appropriating, trading, exchanging, gifting, donating, borrowing, lending, leasing, renting, pawning, making false, altering, erasing licenses, certificates, permits regarding weapons, explosives, explosive precursors, supporting tools.

- Appropriating, trading, exchanging, gifting, donating, sending, borrowing, lending, leasing, renting, pawning illegally weapon scrap, explosive scrap, supporting tool scrap.

- Instructing, training, organizing illegal training in the fabrication, production, repair, usage of weapons, explosives, explosive precursors, supporting tools or advertising weapons, explosives, supporting tools in any form.

- Concealing, not reporting, aiding others in the fabrication, production, purchase, sale, export, import, storage, transportation, repair, modification, illegal use, or destruction of weapons, explosives, explosive precursors, supporting tools.

- Illegally seeking, gathering weapons, explosives, supporting tools, and weapon scrap, explosive scrap, supporting tool scrap.

- Intentionally providing false information about the management of weapons, explosives, explosive precursors, supporting tools; not reporting, concealing, or distorting reports on the loss, theft, accidents, incidents related to weapons, explosives, explosive precursors, supporting tools.

More details can be found in Law on management and use of weapons, explosives and combat gears 2024 which is effective in Vietnam from January 01, 2025, except for the provisions in Article 17, Article 32, and Clause 1, Article 49 of the Law on management and use of weapons, explosives and combat gears 2024, which are effective in Vietnam from July 01, 2025.
