On June 27, 2024, the Law on Defense and Security Industry, and Industrial Mobilization 2024 was passed by the National Assembly during the 7th session in Vietnam.

The Law on Defense and Security Industry, and Industrial Mobilization 2024 stipulates the position, tasks, principles, organization, activities, resources, policies, and responsibility of agencies, organizations, and individuals regarding the Defense and Security Industry, and Industrial Mobilization.

The position and tasks of the defense industry, security industry, and industrial mobilization are as follows:

- The defense industry is a component of the defense, security industry with the following tasks:

+ Implementing defense production;

+ Ensuring technical weaponry and equipment for the people's armed forces, cryptographic forces, and other law enforcement forces;

+ Stockpiling technical materials for the defense industry and industrial mobilization;

+ Training human resources for the defense industry;

+ International cooperation in the defense industry;

+ Participating in socio-economic development, and implementing the industrialization and modernization of the country;

+ Performing other tasks as prescribed by law.

- The security industry is a component of the defense, security industry with the following tasks:

+ Implementing security production;

+ Ensuring technical and operational means for the People's Police Force, cryptographic forces, and other law enforcement forces;

+ Stockpiling technical materials for the security industry;

+ Training human resources for the security industry;

+ International cooperation in the security industry;

+ Participating in socio-economic development, and implementing the industrialization and modernization of the country;

+ Performing other tasks as prescribed by law.

- Industrial mobilization is a task of national defense mobilization, including the following activities:

+ Surveying, selecting, registering, managing, and monitoring the capacity of enterprises eligible for industrial mobilization;

+ Assessing the capability to ensure technical weaponry and equipment from core defense industrial facilities and from other sources to identify industrial mobilization needs;

+ Developing industrial mobilization plans;

+ Assigning tasks and targets for industrial mobilization; placing orders and bidding to produce industrial mobilization products;

+ Completing, managing, and maintaining the capacity of industrial mobilization production lines;

+ Producing industrial mobilization products;

+ Conducting industrial mobilization drills;

+ Practicing industrial mobilization.

Furthermore, the National Steering Committee on Defense, Security, and Industrial Mobilization is an inter-agency coordination organization that assists the Government of Vietnam and the Prime Minister in directing and managing the construction, development of the Defense and Security Industry, and Industrial Mobilization.

The Prime Minister of the Government of Vietnam decides on the establishment and prescribes the tasks, powers, and organization of the National Steering Committee on Defense, Security, and Industrial Mobilization.

More details can be found in the Law on Defense and Security Industry, and Industrial Mobilization 2024, effective from July 1, 2025.

The Defense Industry Ordinance 2008 has been amended and supplemented according to Ordinance No. 01/2018/UBTVQH14. The Industrial Mobilization Ordinance No. 09/2003/PL-UBTVQH11 will cease to be effective in Vietnam from the date the Law on Defense and Security Industry, and Industrial Mobilization 2024 comes into force.
