Full Text of Regulations on Monitoring Server Rooms in the Meteorological and Hydrological Sector

On October 18, 2018, the Ministry of Natural Resources and Environment promulgated Circular 14/2018/TT-BTNMT stipulating technical regulations on the processes of meteorological and hydrological information and data.

The monitoring of the auxiliary system operations in server rooms for meteorological and hydrological specialties is stipulated in great detail in Circular 14. To be specific:

  1. Monitoring the camera system:

- Checking the hardware of the cameras, video recorders, and signal cables;- Inspecting the technical features of the management software, controlling cameras, and image data storage partitions;- Continuously tracking the system’s operation.

  1. Environmental monitoring system:

- Conducting a preliminary check on the system's components;- Checking the signal status of sensors that feed into the centralized monitoring system;- Inspecting and analyzing the system logs;- Continuously tracking the system’s operation.

  1. Monitoring the power grid system:

- Checking electrical parameters;- Monitoring the operation of the power supply cabinets.

  1. Monitoring the UPS system:

- Conducting a preliminary check for abnormalities that could potentially damage the UPS;- Checking the technical specifications of the UPS;- Monitoring the technical parameters of the UPS through the management software.

  1. Monitoring the fire prevention and fighting system:

- Conducting a preliminary inspection of the system’s exterior condition, signs of damage, connection between device components, and power sources;- Checking the battery;- Inspecting the gas pressure in the cylinders;- Testing the system’s automatic source switching function;- Analyzing error warnings on the control panel display;- Continuously tracking the system’s operation.

  1. Monitoring the air conditioning system:

- Checking the operation of the evaporator fan;- Checking the operation of the oscillating fan;- Inspecting temperature and humidity through the control panel;- Alternating the operation between air conditioning units.

  1. Implementation regime:

- The monitoring regime is performed continuously 24/24 hours, divided into 03 shifts;- The preliminary check regime is implemented 2 times per shift;- After each shift, logging the monitoring activities of the auxiliary system operations in server rooms for meteorological and hydrological specialties.
