Non-commissioned officers and soldiers who complete military service and are discharged are entitled to allowances and subsidies as stipulated in Decree 27/2016/ND-CP and Circular 96/2016/TT-BQP. Additionally, they are given priority in job creation and supported in vocational training.
Based on Clause 2, Article 7 of Circular 95/2016/TT-BQP, non-commissioned officers and enlisted soldiers discharged from duty are entitled to a one-time discharge allowance equivalent to 2 months of statutory pay rate for each year of service in the Army (a full 12 months).
In cases where there are fractional months, the allowance is calculated as follows:- Less than one month: no discharge allowance;- From a full 01 month to less than 06 months: an allowance equivalent to 01 month of statutory pay rate;- From over 06 months to 12 months: an allowance equivalent to 02 months of statutory pay rate.
For cases where the term of service is extended from 25 months to less than 30 months, an additional allowance of one current rank allowance month is granted upon discharge. For service of a full 30 months, an additional allowance of 02 months of current rank allowance is granted.
Upon discharge, non-commissioned officers and enlisted soldiers are entitled to a job creation allowance equivalent to 06 months of statutory pay rate. The current statutory pay rate is 1.3 million VND/month, and from July 1, 2018, it is 1.39 million VND/month.
Upon discharge, non-commissioned officers and enlisted soldiers are organized a farewell meeting by the managing unit with an expenditure rate of 50,000 VND/person; they are escorted and transported to their local residence according to regulations or are granted regular fare transportation expenses and travel allowance from the unit to their place of residence.
The service time of non-commissioned officers and enlisted soldiers is included as the social insurance (SI) contribution time, serving as the basis for calculating the entitlement to various SI policies according to regulations.
Discharged non-commissioned officers and enlisted soldiers are given job placement priority by local and governmental authorities; they receive additional points in enrollments and recruitment of officials and public employees, and they are entitled to 100% of the salary and allowances of the recruitment grade corresponding to their training level during the probationary period.
Additionally, state agencies and economic organizations are responsible for re-employing and arranging jobs for discharged non-commissioned officers and enlisted soldiers similar to their pre-enlistment positions.
In cases where non-commissioned officers and enlisted soldiers complete their service term and wish to receive vocational training, if eligible, they will be supported with vocational training according to the regulations outlined in Decree 61/2015/ND-CP.
