This is a regulation clearly stated in Circular 11/2019/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs, stipulating the construction, management, updating, exploitation, and use of the social assistance and poverty reduction database.
The Circular 11/2019/TT-BLDTBXH strictly prohibits any act of distorting database information, arbitrarily modifying database software, or exploiting and using information for personal purposes, not in accordance with regulations. Additionally, this Circular provides:

- The social assistance and poverty reduction database system must ensure information system security as stipulated in Decree 85/2016/ND-CP dated July 01, 2016, of the Government of Vietnam regarding the assurance of information system security by levels.- Agencies, organizations, and individuals responsible for managing, updating, exploiting, and using the system are provided login accounts, passwords, and access privileges; ensuring security and responsibility for protecting login passwords, maintaining equipment, and using the system according to the established privileges. The username and password are the basis for determining the responsibility of each user in performing the system's functions.- The administrator is responsible for granting access rights to organizations and individuals to the database.- The server is managed and operated by the Information Center, Ministry of Labor - Invalids and Social Affairs.- The server at the Department of Labor - Invalids and Social Affairs is managed and operated by the Department of Labor - Invalids and Social Affairs.- Servers and workstations must have anti-virus software installed, and all operating system software and database software must be licensed and regularly updated to ensure system security and safety.- Data must be regularly updated, with the social assistance and poverty reduction database at the Central level being backed up at the end of each month. This backup can be restored in the event of equipment failure. At the end of each year, the database must be backed up to serve as annual data.- Backup data must be stored on a unified, secure, and safe storage device.- The database management unit is responsible for organizing the deployment, guiding related units in granting access rights, backing up data, and storing the database to ensure consistency, security, and safety.
