On June 25, 2015, the Ministry of Health issued Circular 14/2015/BYT on the management of Methadone medication.
In addition to complying with the regulations on drug delivery as prescribed in Article 12 Circular 19/2014/TT-BYT, the delivery of Methadone must also adhere to the following regulations:

Firstly, the delivery of Methadone between the distribution unit and the Methadone treatment facility:
- The drug transport staff of the distribution unit and the drug storage management staff at the Methadone treatment facility shall perform the delivery and receipt of Methadone and prepare the Methadone delivery receipt according to the form prescribed in Appendix 2 issued with this Circular. The delivery receipt is made into 05 copies: 01 copy to be retained at the Methadone treatment facility, 01 copy sent to the Provincial HIV/AIDS Prevention Center, 01 copy retained at the distribution unit, 01 copy sent to the unit responsible for Methadone drug settlement, and 01 copy sent to the competent authority approving the Methadone drug reserve;
- The drug storage management staff at the Methadone treatment facility shall enter the Methadone delivery information into:
+ The general narcotic drug management book of the unit if the Methadone treatment facility has a common drug storage;
+ The Methadone drug storage monitoring book of the Methadone treatment facility, which is made according to the form prescribed in Appendix 3 issued with this Circular if such facility is independent and has a separate Methadone drug storage.
Secondly, the delivery of Methadone between the Methadone treatment facility and the Methadone dispensing facility:
- The transport staff of the Methadone treatment facility and the drug management staff at the Methadone dispensing facility shall conduct delivery and receipt, and sign the Methadone drug daily export and import monitoring book of the Methadone treatment facility, which is made according to the form prescribed in Appendix 4 issued with this Circular;
- The drug management staff at the Methadone dispensing facility shall enter the data into the Methadone drug storage monitoring book as prescribed in Point b Clause 1 Article 9.
In case any abnormal signs of Methadone are detected, the handling of abnormalities shall be implemented according to the provisions in Clause 1 Article 16 of this Circular.
