The content is detailed in Decree 71/2019/ND-CP issued by the Government of Vietnam stipulating administrative penalties in the field of chemicals and industrial explosives.
According to the provisions of Decree 71/2019/ND-CP, the act of losing industrial explosives will be fined from 80,000,000 VND to 100,000,000 VND.

Additionally, this penalty also applies to the following acts:
- Using industrial explosives at locations that do not meet security and safety conditions;- Using explosives without a permit to use explosives or a blasting service permit, or beyond the scope of the permit, or with an expired permit;- Failing to sell back surplus industrial explosives that still meet quality standards when not fully used or no longer needed, to organizations trading in industrial explosives, or failing to sell back unused explosive precursors to organizations producing or trading in explosive precursors;- Purchasing industrial explosives or explosive precursors from organizations or individuals not authorized to trade in industrial explosives or explosive precursors;- Failing to store surplus industrial explosives in the warehouse after the blasting operation is completed.
