From November 18, 2019, all cases are issued identity card confirmation certificates

The Minister of Public Security has signed and promulgated Circular 40/2019/TT-BCA amending and supplementing several provisions of Circular 07/2016/TT-BCA dated February 1, 2016 of the Minister of Public Security detailing a number of articles of the Law on Citizen Identification and Decree 137/2015/ND-CP dated December 31, 2015 detailing a number of articles and measures for the implementation of the Law on Citizen Identification.

According to the previous regulations under Circular 07/2016/TT-BCA, the issuance of a confirmation certificate for the ID number when converting from the 9-digit People's Identity Card to the Citizen Identity Card was carried out at the request of the citizen on a case-by-case basis.

However, from November 18, 2019, Circular 40/2019/TT-BCA stipulates the issuance of the confirmation certificate for the ID number as follows:

For cases of converting from the 9-digit People's Identity Card to the Citizen Identity Card:

- In all cases of converting from the 9-digit People's Identity Card to the Citizen Identity Card, the Citizen Identity Management Agency where the dossier is received shall issue a Confirmation Certificate for the ID number when the citizen completes the issuance, renewal, or re-issuance procedures for the Citizen Identity Card. For cases where the dossier is received by the Citizen Identity Management Agency of the Ministry of Public Security or the district-level Citizen Identity Management Agency, the provincial-level Citizen Identity Management Agency where the citizen has registered for permanent residence shall be requested to verify. After verification results are obtained, the receiving agency checks and cross-references the information. If the information is valid, the dossier receiving officer shall submit the Confirmation Certificate for the ID number to the head of the unit for signature and return it to the citizen along with the Citizen Identity Card; if the dossier is invalid, a response shall be given in writing, stating the reason clearly.

In case the citizen has been issued a Citizen Identity Card but has not yet received the Confirmation Certificate for the ID number or has lost the Confirmation Certificate for the ID number:

- The citizen shall submit a written request for the issuance of the Confirmation Certificate for the ID number, present the original and submit copies of the Citizen Identity Card, and, if available, the 9-digit People's Identity Card to the dossier-receiving officer at the Citizen Identity Management Agency where the issuance, renewal, or re-issuance procedures for the Citizen Identity Card were completed.- The dossier-receiving officer checks the citizen's information. If the information is valid, the dossier is accepted and a result return receipt is issued to the citizen; if the dossier is invalid, a response shall be given in writing, stating the reason clearly.- The deadline for issuing the Confirmation Certificate for the ID number is 7 working days from the date of receipt of a valid dossier.
