From November 15, 2018, the Abolishment of Certain Legal Documents in the Field of Healthcare

Circular 25/2018/TT-BYT has been issued by the Ministry of Health to annul certain legal normative documents in the field of health issued by the Minister of Health, jointly issued.

According to Circular 25, from November 15, 2018, the legal documents related to the fields of health insurance, inspection, food safety, pharmaceuticals, etc., will be abolished. To be specific:

Health Insurance Field

- Decision 36/2005/QD-BYT promulgating the list of high-tech services with high costs

Planning and Finance Field

- Circular 15/2007/TT-BYT providing guidance on the implementation of autonomy and accountability for the use of assets to form joint ventures, associations, or contribute joint-venture capital to purchase equipment for service activities of public medical facilities

Science, Technology, and Training Field

- Circular 09/2008/TT-BYT providing guidance on the cooperation between medical staff training institutions and hospitals, research institutes, and other medical facilities in training, scientific research, and public health care

Inspection Field

- Decision 44/2005/QD-BYT issuing regulations on the resolution of complaints in the medical field

Personnel Organization Field

- Decision 28/2006/QD-BYT promulgating the regulations on evaluating public employees in public service providers under the Ministry of Health- Decision 29/2006/QD-BYT promulgating the regulations on the appointment, reappointment, transfer, resignation, and dismissal of cadres, public employees in leadership and management in public service providers under the Ministry of Health- Decision 10/2007/QD-BYT promulgating the criteria for the leadership and management of public service providers under the Ministry of Health

Health Environment Management Field

- Circular 31/2013/TT-BYT stipulating environmental monitoring from hospital medical examination and treatment activities

Preventive Medicine Field

- Circular 32/2012/TT-BYT stipulating the health declaration for persons entering, exiting, or transiting at Vietnam’s border gates- Circular 46/2014/TT-BYT providing guidance on the health quarantine procedures
