From May 25, the Gratitude Fund is established at the following 04 levels in Vietnam

On April 28, 2006, the Government of Vietnam promulgated Decree 45/2006/ND-CP issuing the regulation on the management and use of the gratitude fund in Vietnam.

From May 25, the Gratitude Fund is established at the following 04 levels in Vietnam (Illustrative image)

The management and utilization charter of the Gratitude Fund issued together with Decree 45/2006/ND-CP stipulates that the Gratitude Fund is built from voluntary contributions based on the responsibility and affection of agencies, organizations, enterprises, and individuals within and outside the country to jointly help the state in caring for those who have made contributions to the revolution in Vietnam. Therefore, the Gratitude Fund is established at the following levels:

- Central Gratitude Fund;

- Gratitude Fund at the province and centrally administered city level (collectively referred to as the province-level Gratitude Fund);

- Gratitude Fund at the district, urban district, district-level town, and provincially administered city level (collectively referred to as the district-level Gratitude Fund);

- Gratitude Fund at the commune, ward, and commune-level town level (collectively referred to as the commune-level Gratitude Fund).

Note:

- The central, provincial, and district-level Gratitude Funds have their own seals; the commune-level Gratitude Fund uses the seal of the commune-level People's Committee;

- The Gratitude Funds at all levels have accounts in the State Treasury to monitor all the fund's revenue and expenditure activities;

- The Gratitude Fund is not for lending for profit, and any surplus will be carried over to the next year;

- The mobilization of contributions to build the Gratitude Fund is conducted once a year on the occasion of the War Invalids and Martyrs' Day (July 27). Organizations and individuals can contribute once or multiple times within a year.
