From May 21, 2022, application for initial registration and number plate; registration upon transfer; registration in case of replacement or renewal of vehicle registration certificate, number plate on the Public Service Portal of the Ministry of Public Security or the National Service Portal is specified as follows:

- Vehicle owners sign in to the public service portal to complete the application form for vehicle registration online (under form No. 01A/58, issued together with Circular 15/2022/TT-BCA).

- After that, they will receive the order number and schedule an appointment to process the application via email or text message to complete the vehicle registration procedure at the vehicle registration agency.

In addition, if people do not choose the online registration form as above, the vehicle owner can directly contact the registration agency to apply for initial vehicle registration or number plate; registration upon transfer; registration in case of replacement or renewal of vehicle registration certificate, number plate: He/she shall be responsible for filling out the application form for vehicle registration and carrying out the vehicle registration procedures as prescribed in Circular 58/2020/TT-BCA.
