From May 15, 2020, who are the members managing the destruction of money reserves?

According to Circular 03/2020/TT-NHNN, the management and preservation of destroyed money storage shall comply with the regulations on cash storage management and preservation of the State Bank of Vietnam for the Central Treasury.

Participation in the management of destroyed money storage at each destruction site consists of 03 (three) members: A member of the Destruction Council, an employee performing the accounting tasks for destroyed money storage, and the storekeeper of destroyed money storage.

The members participating in the management of destroyed money storage are appointed by the Governor of the State Bank. The responsibilities of these members are defined as follows:

- A member of the Destruction Council is responsible for organizing the management, ensuring the safety of assets, and the operation of the destroyed money storage; has the duty to hold the key to one lock of the outer door layer of the destroyed money storage; directly opens and locks the door for supervising the import, export, and preservation of assets in the destroyed money storage; directly participates in inventory and signs the confirmation on the fund ledger, the asset tracking book, the inventory minutes (or inventory book), and the storage card.- The employee performing the accounting tasks for destroyed money storage is responsible for managing and supervising the import, export, and preservation of assets in the destroyed money storage; has the duty to manage and hold the key to one lock of the outer door layer of the destroyed money storage; directly opens and locks the door for importing and exporting assets, preserving in the destroyed money storage; checks and reconciles data between the accounting book and the fund ledger to ensure accurate matching; directly participates in inventory and signs the confirmation on the fund ledger, the asset tracking book, the inventory minutes (or inventory book), and the storage card.- The storekeeper of destroyed money storage is responsible for ensuring absolute safety of the assets preserved in the destroyed money storage; manages and holds the key to one lock of the inner door layer of the destroyed money storage; promptly and fully performs the import and export of destroyed money according to valid and lawful accounting documents; opens the book to track each type of destroyed money, the storage card, and other necessary books; records and preserves books and papers fully, clearly, and accurately; organizes, arranges, and preserves assets in the storage neatly, scientifically, ensuring the hygiene of the destroyed money storage.

In case a member managing the destroyed money storage is absent from work according to policies, on business trips, or attending a training course for less than 15 working days, the Chairman of the Destruction Council (for the Northern Destruction Site) and the Vice Chairman in charge of the Southern Destruction Site (for the Southern Destruction Site) will consider and decide on a replacement. For absences of 15 working days or more, the Governor of the State Bank will consider and decide.
