Recently, the Minister of Science and Technology signed and issued Circular 01/2020/TT-BKHCN amending and supplementing several articles of Joint Circular 24/2014/TTLT-BKHCN-BNV dated October 1, 2014, by the Minister of Science and Technology and the Minister of Home Affairs, stipulating the codes and standards for the professional titles of public employees in the science and technology sector.

From March 5, 2020, the results of professional activities of public employees in the field of science and technology are converted into points as follows:
- The results of science and technology tasks at all levels accepted at the level of satisfactory or higher;
- Intellectual property results, including:
+ Authors of inventions granted with patents;
+ Authors of utility solutions granted with patents and applied in practice;
+ Authors of plant varieties granted with protection titles.
- Scientific articles;
- Monographs, textbooks;
- Results of projects, works, and theses in the field of engineering.
It should be noted that each professional activity result converted must be relevant to the field of science and technology in which the public employee is working, and appropriate for the job position and responsibilities that the public employee is undertaking. The conversion points are prescribed in the appendix issued together with Circular 01/2020/TT-BKHCN.
For scientific articles, monographs, and textbooks that have been published with content overlapping 30% or more with other works by the same author, the conversion points are only counted once. If professional activity results converted have multiple authors, the main author receives 1/3 of the points, and the remaining points are distributed according to the contribution value of each participating member. If the specific value of each person's contribution cannot be determined, the remaining points are divided equally among the members participating.
Notably, conversion points are not applied to monographs and scientific articles formed from the results of science and technology tasks that have already had conversion points counted.
