From March 1, 2015, which vehicles are granted the Vietnam - Laos Inter-Transport Permit?

On December 31, 2014, the Ministry of Transport issued Circular 88/2014/TT-BGTVT guiding the implementation of certain provisions of the Agreement and the Protocol to facilitate the cross-border movement of road motor vehicles between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic.

According to Article 3 of Circular 88/2014/TT-BGTVT, vehicles eligible for the Vietnam-Lao Interline Permit are automobiles, including: tractor trucks, trailers or semi-trailers towed by automobiles, and specialized vehicles circulating on roads with vehicle registration certificates and license plates issued by the competent authorities of the Socialist Republic of Vietnam. These vehicles include commercial and non-commercial vehicles.

Specifically:

-Commercial vehicles include:

- Passenger cars operating on fixed routes;- Passenger cars operating under contract and tourist transport;- Freight transport cars;- Cars transporting people, goods, and specialized vehicles circulating on roadways to serve the projects, businesses, and cooperative operations in Laos (excluding cars and specialized vehicles mainly serving construction projects in Laos for over 30 days, returning only after the completion of the project).

Note, commercial vehicles must be equipped with journey monitoring devices, proper symbols, signs, and have a service life according to regulations.

-Non-commercial vehicles include:

- Cars of domestic and international agencies and organizations on duty, fire engines, ambulances, rescue vehicles, and vehicles carrying out humanitarian missions (collectively referred to as official vehicles);- Personal cars for private purposes (only applicable to passenger cars with less than 09 seats and pick-up trucks);- Cars of enterprises and cooperatives for business trips, sightseeing, and tourism.
