On May 6, 2020, the Ministry of Public Security issued Circular 41/2020/TT-BCA stipulating wastewater inspection.
According to Clause 1, Article 6 of Circular 41/2020/TT-BCA, wastewater inspection officers have the responsibility:

- Implement the correct operation procedures, use, maintain, and are responsible for the use of wastewater inspection means and equipment;
- Ensure that the equipment operates normally, stably, and has been calibrated according to regulations; take measures to rectify or limit the influence of sample background as per the manufacturer's instructions or recommendations; fully perform the analysis, quality control process for analytical samples, standard samples, white samples, and duplicate samples;
- Use the results of the inspection sample only when the quality control results meet the requirements as stipulated in Clause 4, Article 22 of this Circular.
- Refuse to inspect the wastewater sample in case the sample is collected and preserved without ensuring quality, not conformable to this Circular.
Additionally, the management unit of the inspection officers also has responsibilities in wastewater inspection, specifically:
- Create a management dossier of wastewater inspection means and equipment including: equipment profile; user manual; usage log; inspection or calibration certificate; equipment handover and receipt record;
- Organize maintenance, inspection, calibration of wastewater inspection means and equipment in accordance with regulations, suitable to the environmental parameters to be inspected; promptly repair when the wastewater inspection means and equipment malfunction;
- Open and store dossiers on the professional competence of inspection officers: scientific profile; training records, related diplomas, certificates, certifications; statistical table of the inspection capacity of officers (for tracking and assignment of inspection tasks);
- Annually, evaluate the inspection competence of officers through participation in proficiency testing programs (organized by the Department of Environmental Police or a competent unit) or through quality control results; conduct quality assurance activities for inspection;
- Open and store all dossiers on wastewater inspection, including sampling dossiers, field measurement dossiers (if any), laboratory wastewater sample inspection dossiers, and documents, materials directly related to the inspection case.
