From July 1, 2024: Implementation of electronic interlinking for birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old on VNeID in Vietnam

Decree 63/2024/ND-CP dated June 10, 2024, stipulates the implementation of electronic interlinking for birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old on VNeID in Vietnam.

According to Article 6 of Decree 63/2024/ND-CP on the method of submitting dossiers for electronic integration for birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old:

The applicant accesses the National Public Service Portal (at dichvucong.gov.vn) or on the VNeID application, selects the “Integrated Public Service for Birth and Death Registration” to submit the online dossier and fees as prescribed.

Thus, according to the above regulations, it will be possible to conduct electronic integration for birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old on VNeID from July 1, 2024.

Dossier for conducting integrated administrative procedures for birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old in Vietnam

Article 5 of Decree 63/2024/ND-CP stipulates:

The dossier for conducting electronic integration of administrative procedures: birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old includes the following components:

(1) The electronic declaration form (Form No. 01 attached to Decree 63/2024/ND-CP).

(2) Electronic data with a digital signature of the Birth Certificate linked from the healthcare institution to the Integrated Public Service Software. In case there is no birth certificate, attach substitute dossier components as prescribed by the law on civil status.

(3) In case of registering a permanent residence for a child different from the parents' permanent residence (if agreed by the parents), attach dossier components as prescribed by residential law.

The above dossier components must be digitized according to the provisions of Decree 107/2021/ND-CP of the Government of Vietnam.

Regulations on receipt of dossiers and processing time limit

- The provincial administrative procedure resolution information system receives the birth registration dossier from the Integrated Public Service Software; the appointment notification for result collection is sent to the requester via the National Public Service Portal, VNeID application, and SMS by the Integrated Public Service Software.

- The processing time for the integrated administrative procedure group “birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old” is no more than 03 working days from the date the competent authorities receive the complete dossier as stipulated, in case of verification, no more than 05 working days. If the dossier is received after 15:00, the time is counted from the next working day.

- In case the competent authority delays the resolution of administrative procedures, it must apologize and reschedule the result collection date through the Integrated Public Service Software to send to the requester via the National Public Service Portal, VNeID application, and SMS, stating clearly the reason for the delay and the rescheduled result collection date.

- Synchronization of dossiers between systems must be performed no later than 10 minutes immediately after the completion of procedures. The receiving agency must respond to the reception status within no more than 2 working hours from the time of receiving information data from the Integrated Public Service Software. If the time exceeds without successful feedback, the Integrated Public Service Software sends an alert to the systems of the relevant parties for technical staff to handle it immediately on the working day.

- After the Ministry of Justice's shared electronic civil status registration and management software successfully receives it, the provincial administrative procedure resolution information system responds to the status and information of the birth registration dossier to the Integrated Public Service Software.
