From July 1, 2020: What information shall be disclosed by the principal of a public educational institution in Vietnam?

On May 19, 2020, the Ministry of Education and Training of Vietnam issued Circular 11/2020/TT-BGDDT to guide the implementation of democracy in the activities of public educational institutions in Vietnam.

According to Circular 11/2020/TT-BGDDT, principals in Vietnam must disclose the following information for educators, management staff, and employees to know:

- Guidelines, policies of the Vietnam Communist Party and the laws of the State related to the activities of the educational institution;- The internal regulations and rules of the educational institution;

- Annual, semester, monthly, weekly plans; plans, projects, development strategy orientations of the educational institution;

- Annual operating funds, including funds provided by the state budget and other financial sources; annual financial settlement; assets, equipment; audit results of the educational institution;

- Recruitment, training, and professional development plans; decisions on appointments, secondment, resignation, dismissal, changes in job titles, changes in job positions, going abroad for work, policy settlement, salary increases, promotion, commendation, discipline, resignation, retirement for educators, management staff, and employees; assessment, classification, work contracts, termination of work contracts;

- Negative incidents, corruption incidents in the educational institution that have been concluded; asset and income declarations of those required to declare according to the law;

- Inspection, supervision, complaint resolution results in the educational institution;

- Results of feedback from educators, management staff, and employees on issues within the decision-making authority of the principal per Article 11 of this Circular;

- Directives and operational documents of higher-level management agencies related to the work of the educational institution.

Additionally, the principal must disclose information for learners, competent state management agencies, and the public to monitor and evaluate the educational institution following legal regulations, including:

- Matters specified by the Minister of Education and Training of Vietnam in the Regulation on public disclosure for educational and training institutions in the national education system;

- All regulations of the educational institution related to the learning activities of learners according to the law;

- Education quality assessment results.
