Recently, the Ministry of Home Affairs issued Circular 03/2019/TT-BNV amending and supplementing a number of regulations on the recruitment of officials and public employees, the promotion of officials, and the advancement in professional titles for public employees. Notably, it includes guidelines on the classification of ranks and salary grades for cases where there has been a period of work with compulsory social insurance contributions when being recruited.
To be specific, according to Clause 4, Article 1, Circular 03/2019/TT-BNV amending and supplementing Article 11 Circular 13/2010/TT-BNV, the classification and salary grading for individuals with prior mandatory social insurance contributions at the time of recruitment shall follow the regulations in Circular 79/2005/TT-BNV, Circular 13/2018/TT-BNV, Circular 02/2007/TT-BNV.
The management agency shall decide according to its authority or report to the competent authority for opinions before deciding on classification and salary grading for individuals with prior mandatory social insurance contributions at the time of recruitment as per legal regulations.
