This content is stipulated in Circular 214/2013/TT-BQP issued by the Ministry of National Defense guiding the work of searching and gathering the remains of martyrs.
The handover of martyr's remains is carried out in accordance with the provisions of Circular 214/2013/TT-BQP, specifically:

- Martyr's remains, whose names and hometowns have been identified, are handed over to the Department of Labor, Invalids, and Social Affairs of the locality. For the remains of martyrs outside the locality, a list will be made according to their hometowns (accompanied by a record) for transfer and handover to the Department of Labor, Invalids, and Social Affairs in the martyr’s hometown.- Martyr's remains whose names and hometowns have not been identified: The gathering unit hands over (accompanied by the dossier) the remains to the Department of Labor, Invalids, and Social Affairs where the remains were gathered; the remains transferred from Laos and Cambodia will be handed over to the Department of Labor, Invalids, and Social Affairs in the designated receiving area.

- Martyr's remains whose names and hometowns have been identified: Extracted list; Record of inventory of remains and personal belongings (if any) of each martyr; excavation dossier;- Martyr's remains whose names and hometowns have not been identified: number of martyr's remains; Record of inventory of remains and personal belongings (if any) of each set of remains; excavation dossier.
