This is one of the notable contents mentioned in the draft Law amending and supplementing certain provisions of the Law on Officials and the Law on Public Employees, which is still in the period of soliciting comments.

Specifically, according to Clause 2, Article 2 of the Draft amending and supplementing Article 25 of the Law on Public Employees, from the effective date of the Law amending and supplementing several provisions of the Law on Cadres, Public Officials, and the Law on Public Employees, all cases where indefinite-term employment contracts have not been executed must sign definite-term contracts.
Also according to this Draft, from January 1, 2020, only the following 03 cases will be allowed to sign indefinite-term contracts:
"a) Public employees who have signed definite-term employment contracts before the effective date of the Law amending and supplementing several provisions of the Law on Cadres, Public Officials, and the Law on Public Employees;
b) Cadres and public officials transitioning to public employee status under the provisions of points d and dd, clause 1, Article 58 of this Law;
c) Public employees who have completed definite-term employment contracts at public service providers in remote, isolated, and especially difficult socio-economic areas."
Thus, if this provision in the Draft is passed, from January 1, 2020, all public employees who have not signed indefinite-term employment contracts before that date and do not fall into the aforementioned 03 cases will be required to sign definite-term contracts (ranging from 12 to 36 months).
