From February 20, 2020, What Are the Functional Criteria of the Public Service Portal?

This is one of the prominent contents stipulated in Circular 22/2019/TT-BTTTT regarding the criteria for functions and technical features of the Public Service Portal and the Electronic One-Stop Information System at the ministerial and provincial levels.

The Public Service Portal includes the following basic functions:

- Support pre-entered information from the database into electronic forms;- Provide public services;- Announce the list of online public services;- Create electronic administrative dossiers;- Exchange information with users during the implementation of level 3 and level 4 online public services;- Authenticate users in level 3 and level 4 online public services;- Guide the implementation of online public services;- Compile statistics on dossier resolution results;- Assess user satisfaction;- Search for public services according to criteria;- Create consultation questions and surveys;- Manage dossiers;- Register user information;- Record logs, compile statistics, and report access;- Function to receive dossiers and return the results of administrative procedures through postal/public postal services;- Return the results of administrative procedures in electronic form;- Search for the results of administrative procedures in electronic form;- Receive feedback and recommendations from citizens and businesses;- Integrate and synchronize with the Ministry-level and provincial-level electronic single-window information systems.

Furthermore, the criteria are specifically stipulated in Appendix III issued together with Circular 22/2019/TT-BTTTT.

In addition to meeting functional criteria, the Public Service Portal must also meet performance and information security criteria, and other criteria specifically stipulated in Appendix V issued together with this Circular.
