This is a noteworthy item issued by the Minister of Transport in Circular 54/2013/TT-BGTVT regulating ship inspection officers.
According to the current regulations, Vietnamese ship inspection officers are officials and public employees of the Vietnam Maritime Administration and are issued Vietnam Ship Inspector Cards to carry out inspections of maritime safety conditions, security conditions, marine environmental pollution prevention, and maritime labor conditions on ships flying the Vietnamese flag.

According to Circular 54/2013/TT-BGTVT, ship inspection officers have the following powers:
- To inspect the compliance with the international treaties to which Vietnam is a member and Vietnam’s legal regulations related to maritime safety, maritime security, marine environmental pollution prevention, and maritime labor conditions; to request ship owners, captains to provide records, documents, and necessary conditions on board to perform inspection tasks.- To reserve and report to the Vietnam Maritime Administration opinions that differ from the decisions of the Director of the Maritime Port Authority regarding the conclusions on maritime safety, maritime security, marine environmental pollution prevention, and maritime labor conditions of the inspected ship.- To refuse to inspect ships in case the labor safety conditions are not ensured.
