From December 15, 2019, officials from the Ministry of Labor, War Invalids and Social Affairs of Vietnam will not have insignia

Below content is detailed in Circular 16/2019/TT-BLDTBXH amending and supplementing a number of articles of Circular 14/2005/TT-BLDTBXH dated March 30, 2015, stipulating inspectors, official inspectors specializing in various fields, and collaborators in Labor - War Invalids and Social Affairs sector.

According to Clause 9, Article 1 of Circular 16/2019/TT-BLDTBXH, from December 15, 2019, specialized inspectors are provided uniforms similar to inspectors, without rank insignia, epaulettes, or ranks (previously officials were provided uniforms, rank insignia, and identification badges as prescribed).

This is one of the conditions ensuring the activities for specialized inspectors of the Ministry of Labor, War Invalids, and Social Affairs of Vietnam. Additionally, specialized inspectors are equipped with facilities and working means as prescribed in Article 6 of this Circular.

The implementation funding is ensured by the annual state budget allocation of the agencies assigned with specialized inspection functions, funds derived from administrative fines collected through inspections, recoveries discovered through inspection work that has been submitted to the state budget, and other funds as prescribed by law.

Additionally, Circular 16/2019/TT-BLDTBXH also regulates the authority to grant identification numbers for specialized inspectors of the Ministry of Labor, War Invalids, and Social Affairs of Vietnam:

Each specialized inspector is granted an identification card number. The card number consists of:

- The initial group of characters: A09 is the code for the Ministry of Labor, War Invalids, and Social Affairs;- The following group of characters are abbreviations for the names of each unit:

- Department of Overseas Labor Management abbreviated as: QLLDNN;
- Directorate of Vocational Education and Training abbreviated as: TCGDNN;
- Department of Occupational Safety abbreviated as: ATLD.

Example: A09-QLLDNN.01, where A09 is the code for the Ministry of Labor, War Invalids, and Social Affairs; QLLDNN is the Department of Overseas Labor Management; 01 is the sequential number of the specialized inspector issued the card.

This Circular stipulates that when officials from the Directorate of Vocational Education and Training, Department of Overseas Labor Management, and Department of Occupational Safety are assigned as specialized inspectors, new cards are issued. The Directorate of Vocational Education and Training, Department of Overseas Labor Management, and Department of Occupational Safety are responsible for requesting the issuance of new cards, reissuance, and replacement of cards as prescribed in Circular 14/2005/TT-BLDTBXH and also responsible for receiving, directly issuing, and supervising the use of cards by specialized inspectors under their management; collecting, and submitting to the Ministry (via the Inspectorate of the Ministry) when the card of a specialized inspector is revoked as prescribed in point d, clause 1, Article 16 of Circular 14.
