Here is the notable content of Decree 76/2019/ND-CP regarding policies for officials and public employees, workers, and salary recipients in the armed forces working in areas with exceptionally difficult socio-economic conditions, issued on October 08, 2019.

To be specific: according to the provisions in Article 6 of this Decree, the subjects specified in Article 2 of this Decree, when first taking up a position in an agency, organization, or unit in areas with particularly difficult socio-economic conditions, are entitled to an initial allowance of 10 months statutory pay rate at the time of commencement in these areas. Current regulations in Decree 116/2010/ND-CP state that subjects specified in Article 2 of Decree 116, when taking up positions in areas with particularly difficult socio-economic conditions for 3 years or more for females and 5 years or more for males, are entitled to an initial allowance of 10 months of the common minimum wage.
Thus, it is evident that Decree 76 has removed the condition regarding the number of years of service in areas with particularly difficult socio-economic conditions to be eligible for the initial allowance. Specifically, currently requiring 3 years or more for females and 5 years or more for males, but from December 1, 2019, this condition will no longer be required to enjoy the initial allowance of 10 months statutory pay rate.
Also according to Decree 76, if the entire family moves to work in areas with particularly difficult socio-economic conditions, in addition to the initial allowance, these individuals will also receive the following extra allowances:
- Travel and luggage expenses for family members traveling together, calculated according to the actual ticket and fare prices of public transportation or reimbursed at a lump-sum rate based on the actual kilometers traveled multiplied by the standard fare of common public transport (train, boat, passenger car).
- An allowance of 12 months statutory pay rate for the household.
Note, the allowances mentioned above will be paid by the agency, organization, or unit in the area with particularly difficult socio-economic conditions where the beneficiary starts their job, to be paid immediately when the beneficiary takes up their position and will only be administered once during the total actual working time in the area with particularly difficult socio-economic conditions.
