Recently, the Government of Vietnam has just signed and promulgated Decree 78/2020/ND-CP stipulating regulations on reserve officers of the Vietnam People's Army.
In Article 4 of Decree 78/2020/ND-CP, the following 03 categories of individuals are eligible for selection and training as reserve officers:
- Professional soldiers, non-commissioned officers about to be discharged;
- Reserve non-commissioned officers, officials and public employees, and citizens with a university degree or higher;
- University students upon graduation.

The standards for selecting and training reserve officers are specified as follows:
First, general standards: Must have a clear political history of the family and oneself, be a member of the Communist Party of Vietnam or meet the political standards for training and developing into a member of the Communist Party of Vietnam; have a firm political stance, good ethical qualities, absolute loyalty to the Communist Party, the Fatherland, and the People; have the appropriate level of education, professional knowledge, age for each category; health from type 01 to type 03 according to the health selection standards for military service, military recruitment set by the Minister of Health and the Minister of National Defense.
Second, specific standards:
- Professional soldiers, non-commissioned officers about to be discharged, reserve non-commissioned officers who have held the position of deputy platoon leader or squad leader and equivalent; graduated from high school or higher, if lacking, select up to junior high school graduates, for ethnic minorities, select those with 7th-grade education or higher; the age for professional soldiers should not exceed 35, for non-commissioned officers about to be discharged and reserve non-commissioned officers not exceed 30;
- Officials and public employees should not exceed 35 years of age; specifically, for reserve officer training in the medical and pharmaceutical fields, the age should not exceed 40; for reserve political officer training, must be a member of the Communist Party of Vietnam;
- Citizens with a university degree or higher, should not exceed 35 years of age; university students upon graduation should not exceed 30 years of age.
