On June 17, 2024, the Minister of Culture, Sports, and Tourism of Vietnam issued Circular 02/2024/TT-BVHTTDL which stipulates standards and conditions for considering promotion in public employee professional titles in the library sector, cultural heritage, basic culture, cultural propagandists, fine arts, performing arts, and cinema.

From August 01, 2024: Standards and conditions for promotion in the professional titles of public employees in the library sector in Vietnam

To be considered for promotion in public employee professional titles in the library sector from August 1, 2024, individuals must meet the following standards and conditions:

(1) General Standards and Conditions

(i) The general standards and conditions for registering to be considered for promotion in public employee professional titles in the library sector, cultural heritage, basic culture, cultural propagandists, fine arts, performing arts, and cinema:

+ The public service provider must have needs and have a number of public employees corresponding to the professional title rank that lacks according to the requirements of the job position approved by the competent authority.

+ Public employees must meet the standards and conditions specified at points a and b Clause 1 Article 32 Decree 115/2020/ND-CP (amended as per Clause 16 Article 1 Decree 85/2023/ND-CP) and the requirements of the job position corresponding to the professional title rank considered for promotion, stipulated in Circular 10/2023/TT-BVHTTDL guiding the job positions of leaders, managers, and professional titles, the structure of public employees according to professional titles in public service providers in the field of culture, sports, and tourism; and nominated by the competent authority to participate in the promotion consideration for professional titles.

(ii) Public employees who hold professional titles in fine arts, performing arts, and cinema and who have been awarded the titles “People's Artist”, “Meritorious Artist”, or “Ho Chi Minh Prize”, “State Prize” in literature and art can use those titles or awards once to be considered for promotion to a higher professional title.

(2) Specific Standards and Conditions

Standards and conditions for considering promotion to the professional title of Grade II Librarian, Code V.10.02.05

Public employees can be considered for promotion to the professional title of Grade II Librarian, Code V.10.02.05, when they meet the requirements of (i) in (1) and the following standards and conditions:

- Currently holding the professional title of Grade III Librarian, Code V.10.02.06.

- Meet the standards of education, training, and requirements for public employees considered for promotion to the professional title of Grade II Librarian, Code V.10.02.05 stipulated at Clause 2 and Clause 4 Article 5 Circular 02/2022/TT-BVHTTDL which stipulates the code, standards of professional titles, and salary grades for public employees in the library sector.

Standards and conditions for considering promotion to the professional title of Grade I Librarian, Code V.10.02.30

Public employees can be considered for promotion to the professional title of Grade I Librarian, Code V.10.02.30, when they meet the requirements of (i) in (1) and the following standards and conditions:

- Currently holding the professional title of Grade II Librarian, Code V.10.02.05.

- Meet the standards of education, training, and requirements for public employees considered for promotion to the professional title of Grade I Librarian, Code V.10.02.30 stipulated at Clause 2 and Clause 4 Article 4 Circular 02/2022/TT-BVHTTDL.

More details can be found in Circular 02/2024/TT-BVHTTDL effective from August 1, 2024.

In case the documents referenced in Circular 02/2024/TT-BVHTTDL are amended, supplemented, or replaced, the implemented according to the amended, supplemented, or replaced documents.

Circular 03/2023/TT-BVHTTDL stipulating standards, conditions for examination or consideration for promotion; form, content, and determining successful candidates in the professional title promotion examination in the library sector, cultural heritage, basic culture, cultural propagandists, performing arts, cinema, and fine arts will cease to be effective from the date Circular 02/2024/TT-BVHTTDL comes into effect.
