From April 15, 2014, Scientific Journals Registered for International Standard Serial Number (ISSN)

Currently, science and technology information activities are science and technology service activities, including activities related to the collection, processing, analysis, storage, search, dissemination, use, sharing, and transfer of science and technology information, and other related activities.

The collection of scientific and technological publications is one of the important aspects of science and technology information activities as stipulated by Decree 11/2014/ND-CP as follows:

- Scientific journals and periodicals, and multi-issue scientific conference proceedings published domestically are registered for the International Standard Serial Number (ISSN) by the organization performing the national science and technology information focal point function.- Information on scientific and technological publications and doctoral dissertations, after being submitted to the National Library of Vietnam, is included in the national database on science and technology by the organization performing the national science and technology information focal point function.- Proceedings of national and international specialized scientific conferences and seminars using state budgets must be submitted to the organization performing the national science and technology information focal point function, and the organizations performing the science and technology information focal point functions at the ministerial and provincial levels. The submission of conference and seminar proceedings that do not use state budgets to the above-mentioned organizations is encouraged.- International scientific and technological publications are selected, supplemented, updated, and shared to meet the information needs in leadership, management, scientific research and technological development, education and training, production, business, and other socio-economic activities.
