This is one of the notable contents of Resolution 27-NQ/TW on the reform of wage policies for officials and public employees, armed forces, and workers in enterprises, issued on May 21, 2018.

To be specific:, according to the content reforms in Resolution 27, from 2021, new unified salary policies will be applied to officials and public employees, armed forces across the entire political system.
In 2021, the lowest salary of officials and public employees is equal to the average lowest salary of all regions in the enterprise sector. Concurrently, periodically adjusting the salary level in line with the consumer price index, economic growth rate, and state budget capacity.
By 2025, the lowest salary of officials and public employees is higher than the average lowest salary of all regions in the enterprise sector.
By 2030, the lowest salary of officials and public employees is equal to or higher than the lowest salary of the highest region in the enterprise sector.
Thus, from 2021 onwards, progressively, the salaries of officials and public employees will be incrementally adjusted to ensure a reasonable correlation with the labor market salaries. In the future, officials and public employees will no longer have to worry about excessively low wages or salaries that are insufficient for living.
